Smart risk-based goods inspection in Iran

Iran Moves Toward Smart, Risk-Based Goods Inspection

Iran’s National Standards Organization is moving toward smarter, risk-based technical regulations for conformity assessment, according to remarks attributed to Mahmoudreza Taheri, Deputy for Conformity Assessment of Metal Industries, Services and Energy. The approach aims to align inspection intensity with product risks and improve the effectiveness of oversight.

From Uniform Oversight to Risk-Based Assessment

According to a report dated November 1, 2026 (10 Aban 1405), Taheri spoke at a World Standards Day event in Markazi Province about improving quality infrastructure and approaches to product oversight.

Under a risk-based approach, the type and intensity of checks are determined in light of product characteristics, the potential consequences of nonconformity and applicable legal requirements.

This approach may help allocate oversight resources more effectively and prioritize products posing greater risks to health, safety or other public interests.

The Importance of Specialized Inspection

Goods inspection helps assess technical specifications, quantity, quality and conformity with defined requirements.

In a risk-based system, inspection planning may consider the product’s nature, quality history, production conditions and the sensitivity of its intended use.

For example, safety-critical industrial equipment may require different technical checks from lower-risk consumer products.

Inspection methods must nevertheless follow applicable regulations, technical criteria and the agreed scope of work.

The Role of Independent Inspection Companies

Independent inspection bodies can provide buyers, manufacturers and other stakeholders with documented information through technical assessments, quantity and quality checks and evidence recording.

Within their scope and validity, inspection reports can help identify potential discrepancies and support decisions about goods.

Inspectors’ technical competence, impartiality, defined procedures and traceable findings are important to the quality of inspection services.

Inspection and Laboratory Testing

For some shipments, visual inspection or document review alone cannot establish every relevant characteristic.

In such cases, appropriate sampling and laboratory testing can provide additional information about chemical, physical, mechanical or microbiological properties.

Combining specialized inspection with relevant testing can support better-documented assessments, without replacing legally required controls by competent authorities.

IGI Specialized Inspection Services

International Commercial Goods Inspection Company (IGI) provides specialized inspection, quantity and quality verification, sampling and laboratory testing services across industrial and commercial sectors.

These include agricultural and food products, oil, gas and petrochemicals, mining and metals, industrial and consumer goods, and marine inspection.

Conclusion

A shift toward smart technical regulations and risk-based conformity assessment may enable more effective use of inspection and laboratory resources in Iran.

Realizing these benefits will depend on clear implementation rules, continued technical competence of assessment bodies and adherence to product safety and quality requirements.
